The by-election in Clacton that took place in July 2026 made headlines around the world. It was a vote like no other. Not only was it triggered by the resignation of the candidate that was the favourite to win, but it was contested by a record 34 candidates, despite a decision from all the main parties not to field anyone for the seat.
As the votes were being counted, the SAFECROWDS GROUP team were already on site in Essex, installing hostile vehicle mitigation in preparation for another unconventional aspect of the by-election: a celebration event that has since been dubbed ‘Farage Fest’.
With just 72 hours’ notice, SAFECROWDS GROUP was approached by Reform UK’s security team with an initial requirement for approximately 100 metres of temporary Hostile Vehicle Mitigation (HVM). Rather than treating the requirement as a straightforward equipment hire, our team attended the site to assess potential vehicle approach routes, understand the operational environment, and accurately measure the areas requiring protection.
The open, rural location presented particular challenges for hostile vehicle mitigation, including extended vehicle approach routes, while the festival-style event incorporated marquees, accommodation, vehicle movements, and controlled access points.
Working closely with the event’s Head of Security, we developed a HVM deployment plan that integrated physical protection with the wider security operation. The site assessment and measurements established that the initial 100-metre request would not provide the coverage needed for the proposed arrangement. We advised that any additional 42 metres be deployed, resulting in a final 142 metre temporary HVM installation.
We supplied and deployed the ARX Stopper! temporary HVM to protect the principal event area, and also strategically positioned the HVM barriers along vehicle approach routes. We also incorporated HVM into security checkpoints, enabling vehicle checks and access-control procedures to be undertaken as part of the wider protective security arrangement. The positioning of the HVM and checkpoints was coordinated with the Head of Security to create operational efficiencies while maintaining the required protective measures. This ensured the HVM was considered as part of an integrated security operation rather than simply as a physical barrier.
Within a mobilisation period of 72-hours, the SAFECROWDS GROUP team completed the site visit, developed the deployment arrangement, coordinated the operational requirements and mobilised the equipment and installation team. Our trained HVM personnel then installed the system and completed deployment and quality-assurance checks.
As part of our HVM supply and installation service we provided product-specific operational familiarisation to nominated security and traffic-management personnel before handover.
The project demonstrates the value of a consultant-led approach to HVM. An initial request for 100 metres of HVM protection became a properly assessed and operationally integrated 142-metre deployment, while the entire requirement was assessed, planned and mobilised within just 72 hours.
