A Threat, Vulnerability & Risk Assessment (TVRA) is a recognised and specific process carried out by a certified counter terrorism professional. It ensures that operational and physical security measures are appropriate, proportionate and tailored to the specific vulnerability and risk of your site, location, or event.

At SAFECROWDS GROUP, our TVRAs are completed by our in-house professionals, who are trained and certified in delivering TVRAs. Typically carried out for projects involving stadiums, data centres, government buildings or events where crowds could be at risk of terror attacks, our TVRAs enable us to provide you with risk-based recommendations designed to reduce the risk to ‘As Low As Reasonably Practicable’ (ALARP).

What is a TVRA?

A TVRA is a structured risk assessment methodology, carried out by counter terrorism specialists, which identifies site and/or event specific threats, vulnerabilities and risk in order to inform your security and counter terrorism strategy. It must always be carried out by a suitably qualified professional, who will provide a detailed report and recommendations.

A TVRA includes:

  • Site/event specific threat considerations.
  • The potential impact of a successful attack.
  • The attractiveness of your specific location or event as a terrorist target.
  • Site-specific physical and operational weaknesses that could be exploited for planning or carrying out a terror attack.
  • Ingress and egress points, and any other areas identified as potentially vulnerable, such as queuing locations.

It should consider all types of terror attacks, including:

  • Vehicle as a Weapon (VAW).
  • Vehicle Borne Improvised Explosive Device (VBIED).
  • Layered attacks where a hostile vehicle is used to transport attackers and/or weapons into a site or location.
  • Marauding Terrorist Attack (MTA).

What’s involved in a TVRA from SAFECROWDS GROUP?

At SAFECROWDS GROUP, we have qualified in-house professionals to carry out our TVRAs and their assessment will combine both a thorough understanding of your site or location, and a detailed understanding of your operational processes, staff training, and crowd management strategy. To gain these insights, our professionals will spend time on site with you and will also talk to your team to explore any vulnerability and risk factors from both physical security and operational perspectives.

We don’t share our TVRA methodology because it is sensitive information that could be used by terrorists planning an attack. However, our methodology includes:

  • A site visit from our in-house counter terrorism practitioner certified to carry out TVRAs.
  • A full consideration of the threats and vulnerabilities affecting your specific site and/or event.
  • An understanding of the operational requirements for your site and/or event.
  • A detailed summary of our counter terrorism risk assessment along with our recommendations for mitigating risk.

Our TVRAs typically encompass a one- or two-day site visit and, depending on the location and risk profile of your site or event, we may also recommend a Vehicle Dynamics Assessment (VDA), which can be completed at the same time by our certified in-house expert. Following the TVRA, we will compile a full report outlining our findings and recommendations, to reduce the vulnerability and risk. We typically provide the TVRA report within three weeks of our site visit, and we will meet with you to discuss the TVRA findings and recommendations, along with next steps.

You are under no obligation to procure any security measures recommended in our TVRA report from SAFECROWDS GROUP, however, we do recommend that you act on the findings detailed in our report to mitigate the identified risk.

Do I need a TVRA?

A TVRA is an in-depth risk assessment methodology, usually recommended for high profile events, high risk sites, or locations that routinely attract large numbers of people, such as stadiums, arenas, and public realm spaces. At SAFECROWDS GROUP, we will discuss your location or event and your security concerns with you, and recommend whether a TVRA is appropriate, or if our Security Risk Assessment would be sufficient.
