Zone Ex refers to the area surrounding a stadium, sports ground or venue where crowds are likely to queue before an event or congregate during ingress and egress.

The route that event goers will take to return to their vehicle or access public transport networks is also often part of the Zone Ex area. It is important that crowds are managed safely in these locations and protected from the risk of hostile or errant vehicles.

Our Zone Ex Traffic Management Services

We will work with you to determine which areas should be designated as Zone Ex, and help you develop a traffic management strategy that works in terms of both operational efficiency and safety.

  • Protecting people: We ensure a secure environment for those travelling to and from the stadium, venue or location, particularly along any surrounding roads where a vehicle can achieve high speeds, and at locations where crowds gather.
  • Understanding Risk: Our certified, in-house counter terrorism professionals can carry out Threat Vulnerability & Risk Assessments, Vehicle Dynamics Assessments and Security Risk Assessments to ensure identified risks are incorporated into your Zone Ex strategy.
  • Mitigating vehicle attack risks: We implement robust HVM solutions and security mitigation measures where appropriate, to reduce the threat of Vehicles used as a Weapon (VaaW) and Vehicle-Borne Improvised Explosive Device (VBIED), leveraging National Protective Security Authority (NPSA) protocols and aligning with Martyn’s Law(the Terrorism (Protection of Premises) Act: 2025).
  • Enabling operational efficiency: Our traffic management team work with our in-house crowd management professionals to ensure that crowd flows are safe and operationally viable, mitigating the risk of any bottlenecks, delays or safety issues.

HVM for Zone Ex Traffic Management

While traffic management focuses on vehicle access routes and diversions, we can also help you manage pedestrian routes and crowd flows by including in-depth understanding of crowd management and pedestrian safety in your Zone Ex traffic management strategy.

We offer a wide range of permanent and temporary HVM systems and will recommend the most appropriate solutions for your risk profile and operational needs. This may include pedestrian permeable HVM systems to aid crowd flows. It will also consider speed and ease of deployment, as rapid deployment HVM systems can allow the Zone Ex area to be re-opened to traffic during the event, with the HVM re-instated in time for egress.
